Emily Jolly

Senior Vice President, Regulatory Affairs and Associate General Counsel Lower Colorado River Authority

Emily joined the Lower Colorado River Authority (LCRA) in 2018, where she represents the wholesale power and transmission businesses before the Public Utility Commission of Texas (PUCT), the Electric Reliability Council of Texas (ERCOT), and other state agencies and courts. As the head of the Regulatory Affairs group for LCRA, she assists in developing advocacy positions, collaborates with other market participants and ERCOT staff on market enhancements and policy initiatives, and represents LCRA on various ERCOT subcommittees.

Before joining LCRA, Emily Jolly was a member at Enoch Kever PLLC, specializing in administrative, regulatory, and appellate law. In addition to representing clients at the PUCT and ERCOT, Emily’s energy practice focused on matters involving the Federal Energy Regulatory Commission, the North American Electric Reliability Corporation, and other federal and state regulatory agencies. She has also represented clients in the Texas courts of appeals and the Supreme Court of Texas.

Emily received a J.D. from the University of Texas School of Law and a B.A. from Rice University.
