Duties and Responsibilities
- Supervises, on an assigned basis, other NERC Certified Transmission System Operators engaged in the reliable operation and control of the electric transmission system responding to system disturbances to minimize impacts. Assures compliance with NERC, WECC, CAISO, and other regulatory agency mandatory reliability operating standards and criteria. Responsible for the SDGE activities associated with the electric transmission system, including, but not limited to, monitoring and control, review and approval of transmission outages, authorization of field work, and responding to emergency situations.
- Conducts operating studies, utilizing advanced applications, to monitor and ensure system reliability and anticipates and reacts to contingency risks for unscheduled transmission events or requests. Coordinates operating activities with the CAISO and other interconnected transmission entities to ensure compliance with all standards, policies and operating procedures applicable to the SDGE system.
- Consistently monitors system conditions in preparation for implementing and managing system emergency and restoration efforts in the event of significant disturbances, including those that result in partial or total electric system shutdown. Is the lead individual within the Company coordinating that effort and acts as the Incident Commander (IC) during such events. Manages load and system restoration after system disturbances in coordination and cooperation with CAISO, other Transmission Operators and Balancing Authorities, WECC Reliability Coordinator, local generation, and Distribution Operations. Directs emergency switching operations involving the shifting of loads and shutdown/start up of facilities. Prioritizes the deployment of field crews in order to maintain or restore electric service.
- Interfaces directly with outside reliability agencies (North America Electric Reliability Corporation (NERC), Department of Energy (DOE), California Independent System Operator (CAISO), WECC Reliability Coordinator (WECC RC) and electric utilities (Southern California Edison (SCE), Arizona Public Service (APS), Imperial Irrigation District (IID), Mexico (CFE), San Onofre Nuclear Generating Station (SONGS)). Communicates regularly with CAISO, Distribution Operations and other interconnected transmission entities as appropriate.
- Analyzes load forecasts, generation resource adequacy, and schedules outages to ensure grid reliability and adapts plans to address current day situations as necessary. Participates in the development of procedures and adheres to and supports Grid Control Standards, Policies and Procedures to ensure system reliability.
- Adheres to and supports SEU Safety Policies and Programs. Participates in hiring, and promoting subordinate employees; trains subordinates; assigns, directs and reviews their work. Prepares and maintains related records and reports, attends business meetings, committees, and workshops on behalf of Grid Control.
- Performs other duties as assigned (no more than 5% of duties).
