Primary Purpose
Promotes credibility and confidence in Electric and Fuel Procurement by directing activities related to regulatory compliance and financial reporting.  Activities include timely and accurate reporting of commodity transactions and regulatory status.   Directs the financial settlements and invoicing of energy transactions.  Directs contract management and administration duties for long term energy contracts, such as renewable, peaker, energy storage and conventional resources. Manages systems supporting trading, risk management and settlement business functions.

Duties and Responsibilities

  • Manages the financial settlement, invoicing, and reporting of electric and fuel transactions for electric procurement, including fuel for power plants.
  • Oversees contract management and administration activities for long term energy contracts.
  • Supports strategic initiatives and regulatory activities by developing policy and testimony, including for Electric Resource Recovery Account, General Rate Case and other procurement proceedings.
  • Leads the Electric and Fuel Procurement Sarbanes-Oxley, safety, records management, regulatory compliance and other internal policy issues.
  • Oversees the department’s systems activities including capital projects.
  • Performs other duties as assigned (no more than 5% of duties).

Required Qualifications

  • Bachelor’s Degree in a technical or business field.
  • 10 years of experience in electric procurement, accounting, and utility regulatory.
  • 5 years supervisory/management experience.
  • Must have knowledge of electric industry, both technical and financial, including state and federal regulations.
  • Must be able to manage multiple competing priorities effectively.
  • Must be able to provide leadership and vision in a dynamically changing environment and effectively communicate it to the department leadership.
  • Must be able to communicate complex issues to both internal and external stakeholders.
  • Must be able to communicate and work collaboratively across the organization and department in the development of policy positions and joint recommendations.
  • Must be able to drive employee accountability and responsibility in the areas of safety, regulatory compliance, efficiency and job performance.
  • Experience and\or working knowledge of regulatory accounting practices (e.g. ERRA, PABA) or contract management is desirable.

Preferred Qualification

  • Master’s or other advanced degree.
