Primary Purpose:

Prepares and develops regulatory filings, data requests, audits and other inquiries. Supervises and coordinates work product of the Policy Advisors. Assists with formulating and socializing program policy. Participates in statewide forums and representing SDG&E in meetings with program stakeholders and is the point person for workshops or presentations. Takes a leadership role in regulatory compliance and provides guidance and recommendations to the Customer Programs leadership team.


Duties and Responsibilities:

  • Develops and provides policy positions and strategy leadership to the Customer Programs team on regulatory and legislative (policy) proceedings. Represents the company in matters relating to customer programs regulatory proceedings and operations, such as increasing reliability, efficiency and safety of the power grid. Organizes corporate-wide case teams to ensure consistent management and or discuss compliance risks in various policy proceedings. Ensures policy consistency across SDG&E. Supports the department manager with the following customer programs regulatory proceedings and operations, including but not limited to: Disadvantaged Communities (DACs), Disconnections, Affordability, Customer Choice, Access & Functional Needs (AFN), Energy Savings Assistance program (ESA), CARE program, FERA program and Medical Baseline; Energy Efficiency (EE), Demand Response (DR), Renewables items (ex: NEM, RNG, Green Tariffs), Building Decarbonization and Fuel Substitution, Energy Storage, Wildfire Mitigation and Public Safety Power Shutoff. Participates in regulatory and legislative proceedings to ensure compliance with regulatory directives. Sets goals and budgets and collects information for regulatory and other applications and reports.
  • Speaks and partners with public forums to promote SDG&E’s policy positions. Advises and negotiates with the California Public Utilities Commission, community-based organizations, regulatory staff, and other stakeholders (internal & external). Actively advocates and promotes Customer Programs policy positions and strategy externally as appropriate. Maintains ongoing relations with parties that routinely participate in customer programs policy proceedings. May engage with External Affairs, Regulatory Affairs, and customer programs operations functions to ensure consistent policy on assigned issues. Provides presentations to utility stakeholders, and executives on related project issues. Maintains ongoing relations with parties who routinely intervene in energy proceedings. Provides information/guidance to others in leadership positions regarding SDG&E customer programs policy, strategies, and projects.
  • Leads the research, analysis and policy formation of customer programs regulatory proceedings in the assigned subject matter areas; coordinates the receipt, assignment, processing and review of all regulatory compliance data requests and confidential marking in the assigned subject matter areas; may lead major compliance filings in the assigned subject matter areas.
  • Provides management and leadership to the team including assigning, directing and reviewing work product, training and promoting and complying with affirmative action programs to achieve equal opportunity objectives.
  • Oversees departments budget including approving invoices.
  • Performs other duties as assigned (no more than 5% of duties).

Required Qualifications: 

  • Bachelor’s Degree in Economics, Public Policy/Administration, Political Science, Business, Engineering, other related field, or equivalent training and/or experience.
  • 5 years’ experience in public policy, regulatory affairs, legislative analysis, law, economics, customer service, strategy, stakeholder engagement, or community-based activities.


Preferred Qualifications: 

  • Master’s Degree in Economics, Public Policy/Administration, Political Science, Business, Engineering, or another related field.
  • 5 years’ experience in handling all aspects of employee management, including performance management, training, and development.
  • Regulatory environment, including affordability & accessibility expertise. Advanced

  • Ability to use verbal and written skills to create policy documents and executive summaries. Advanced
