Director, ERCOT Regulatory Policy

LCRA is seeking a senior-level regulatory policy expert to engage in dynamic wholesale market developments at the Public Utility Commission of Texas (PUCT) and Electric Reliability Council of Texas (ERCOT). This position will advocate for and represent LCRA on regulatory policy matters in external stakeholder forums, as well as provide internal subject matter expertise. The ideal candidate will manage complex work requiring an in-depth understanding of the ERCOT wholesale market and the impacts of market policy decisions to LCRA’s commercial operations. This position interacts with all levels of LCRA staff, regulators, applicable industry groups, and peers at other companies.

You will be trusted to:

• Assists in the development and coordination of LCRA’s wholesale market policy positions and supports LCRA’s advocacy at the PUCT and ERCOT.
• Drafts comments for the PUCT on wholesale market design projects and related rulemaking efforts.
• Attends, monitors, and participates at the PUCT and in ERCOT stakeholder meetings, including PUCT open meetings/workshops and meetings of the ERCOT Board, Technical Advisory Committee (TAC), subcommittees, working groups, and task forces.
• Tracks and assigns revision requests filed at ERCOT to internal subject matter experts; assists in managing monthly meetings to discuss new and pending revision requests and other ERCOT-related issues; and coordinates with internal clients to develop policy positions and comments on revision requests.
• Identifies issues that may impact LCRA and communicates those matters to supervisor and internal stakeholders in Wholesale Power.
• Coordinates with ERCOT staff and other ERCOT stakeholders on pending market and reliability issues; develops and maintains relationships with industry stakeholders.
• Provides regular and timely reports on ERCOT activities to internal stakeholders in Wholesale Power, Regulatory Affairs, Legal, and other impacted business units.
• Provides technical expertise and project management of activities related to ERCOT stakeholder groups.
• Creates and oversees a proactive regulatory monitoring process to ensure that activities are performed and properly documented in a timely manner.
• Develops working relationships with key individuals at ERCOT and among market stakeholders.
• Provides leadership, work assignments, evaluation, training, and guidance to others.

You qualify with:

Twelve or more years of experience in wholesale power commercial operations, engineering, business analysis, project management, regulatory analysis or regulatory compliance. A degree(s) in economics, engineering, math, science, business administration, project management or other relevant field may be substituted per LCRA guidelines for certain years of experience.
