Primary Purpose:

Supervises employees engaged in billing activities for residential, commercial, industrial, specialized, and contract gas and electric accounts; provides consultation and direction to internal and external customers assuring the appropriate application of the company’s billing policies and related operating procedures. Participates in the development of billing policies and procedures; ensures compliance with state and federal regulatory requirements. Provides project management and analytical support for projects, system enhancements, and resolution of complex Billing issues.

 

Duties and Responsibilities:

  • Supervises management and non-management employees (Service Advisors, Senior Billing Analysts, Billing Analysts, Associate Billing Analysts, and Customer Account Associates) engaged in billing activities.
  • Develops and conducts quality monitoring systems for employees and gives monthly feedback.
  • Coaches, counsels, and conducts performance appraisals and formal discipline.
  • Conducts hiring and promoting of subordinate employees.
  • Develops and maintains procedural documentation.
  • Provides support and helps to maintain customer correspondence.
  • Ensures compliance with regulatory rules and tariffs.
  • Responsible for overall accuracy of all bills presented to customers.
  • Responsible for using, troubleshooting and training employees on multiple highly complex systems (Customer Information Billing System, Customer Relationship Management System, Meter Data Management System, and Third Party Customer Management System). Provides analytical support, including evaluation of regulatory impacts and legislative changes on customer accounts, Billing process/procedures, and Customer Information Billing Systems.
  • Leads cross utility benchmarking activities by gathering data, analyzing findings, and implementing best practices.
  • Responds to formal PUC data requests as well as third party intervener requests (i.e., UCAN) regarding billing information and statistics.
  • Responsible for the timely and accurate transmission of billing data to third party service providers.
  • Works with third party providers to resolve data quality and account management issues.
  • Helps design and implement new billing related processes and customer programs.
  • Responsible for projects to improve departmental operations or productivity.
  • Institutes revenue management process and controls (SOX). Maintains adequate and appropriate audit and internal business controls.
  • Initiate and implements cost effective process improvements and strategic initiatives.
  • Interacts and consults with external customers.
  • Manages sensitive customers and escalated calls (“presidential” complaints) and negotiates resolution of complex billing issues.
  • Partners with other departments to resolve billing issues; joint meets with Account Executives to provide support in explaining customer bills.
  • Liaison / relationship manager with other departments at both utilities to ensure consistence and alignment of departments goals and aspirations.
  • Provides feedback/guidance regarding new process/program proposals to Public Utilities Commission (PUC) related to billing systems and tariffs.
  • Leads and/or serves as Billing representative on various cross-functional, cross-departmental, and cross-utility projects throughout the company.
  • Position has accountability for providing efficient and cost-effective revenue cycle production and processing solutions that meet the company’s specific needs.
  • Performs other duties as assigned (no more than 5% of duties).
Qualifications

Required Qualifications: 

  • Bachelor’s Degree in business management, information systems, finance, industrial engineering, or equivalent training and/or experience.
  • Five to seven years’ experience in a technical/operational background.
  • Two years minimum of increasingly responsible experience in the areas of supervision and or a lead capacity.
  • Strong budgeting, organizing, planning and communication skills are required.
  • A high level of analytical thinking to select best options in problem resolution.
  • Good interpersonal relationships and the ability to motivate employees and to get results through others and emotional stability to deal effectively with employee issues.
